  • A foreign journalist publishes a critical piece on governance.
  • Bangladeshi outlets pick it up.
  • Social media reaction accelerates.
  • FO requests options.
  • PD staff overloaded.
  • Prior guidance exists—but undocumented.
  • One LES flags risk late.
  • Supervisor reacts defensively.

Participants must decide:

  • When escalation should have occurred
  • What documentation was missing
  • Where workload should have been rebalanced
  • How evaluation risk emerges retroactively
