The merge of the deterministic ingestion layer and module substrate marks the point where ACP begins to move from architectural intention into governed infrastructure. Artifacts can now be ingested with stable identity, duplicate detection, and append-only event logging. Module versions can now be tracked as formal system objects rather than informal prompt bundles or ad hoc code paths. This does not complete Phase 6, but it establishes the first durable evidence substrate required for Phase 7 reasoning. In practical terms, ACP now has the beginnings of persistent institutional memory rather than temporary conversational memory.
