Phase 6 establishes the enforcement substrate of ACP.
In this phase, we moved from a system that could demonstrate governed behavior to a system that enforces it.
Key outcomes:
- Fail-closed governance
The system no longer proceeds under uncertainty. Missing modules, artifacts, or retrieval failures result in explicit refusal rather than silent fallback. - Unconditional core loop enforcement
Integrity checks and refusal behavior are no longer dependent on optional routing metadata or initialization state. Governance is now non-bypassable within the defined execution path. - Formal refusal and decision recording
Violations produce structured artifacts (Claim + DecisionEvent) with enforced rationale and immutable records, enabling traceability and audit. - Deterministic artifact and registry behavior
Module resolution, artifact versioning, and hashing operate under consistent constraints, with alignment between application models and database enforcement. - Failure-path verification
Tests now cover not only success cases but also failure and exception paths, ensuring that enforcement holds under adverse conditions. - Integrated system validation
The merged Phase 6 system has been verified end-to-end, confirming that routing, promotion, enforcement, and persistence behave correctly together.
What Phase 6 does not claim
Phase 6 does not introduce full reasoning capabilities or autonomous judgment.
It does not eliminate the need for verification or human oversight.
Instead, it ensures that:
any reasoning performed by the system is bounded by enforceable constraints and cannot silently bypass governance.
What changes after Phase 6
With Phase 6 complete:
- verification shifts from conversational back-and-forth to structured, system-supported checks
- enforcement is embedded in the system rather than assumed in process
- failures become explicit, traceable events rather than implicit behaviors
This creates a stable foundation for Phase 7.
Transition to Phase 7
Phase 7 builds on this substrate by introducing:
- retrieval-backed awareness of project state
- structured claim construction
- evidence-bound reasoning
- tighter integration between analysis, verification, and artifact generation
If Phase 5 made governance visible,
Phase 6 makes it enforceable,
and Phase 7 will make it actionable.
Bottom line
Phase 6 established:
governance is not a convention, but a constraint.
That is the state we have now established.
