With the completion of Phase 4 Stack 1, ACP is no longer:

“a governance philosophy.”

It is:

A mechanically enforced constitutional container.

2️⃣ Governance Topology Is Now Real

  • The system refuses to operate outside its constitutional constraints.
  • The Canon is cryptographically enforced.
  • Governance drift is mechanically blocked.

3️⃣ Stack 2 Now Becomes the Proof Layer

Stack 1 = structural lock.
Stack 2 = behavioral enforcement (override schema + continuity).

Once Stack 2 is complete:

  • ACP becomes enforcement-complete for Phase 4.
  • Governance fork design becomes more credible.
  • The federation conversation gains seriousness.
