Video + Social Media for External Audiences (USG / Embassy)

Purpose:
Give FSOs and supervisors a fast, defensible way to review content without rewriting it, while protecting policy boundaries and reducing clearance churn.

How to use:
Score each category Green / Yellow / Red.

  • Green: publish
  • Yellow: revise targeted items
  • Red: stop until fixed

1) Audience & Purpose (Decision Clarity)

  • Green: One primary audience; purpose is one sentence; platform identified.
  • Yellow: Audience slightly mixed; purpose implied not stated.
  • Red: “General public” + multiple goals + unclear platform.

Supervisor question: Who is this for, and what must they walk away knowing?


2) BLUF & Structure (Comprehension)

  • Green: Point appears immediately (first paragraph / first 5–7 seconds); one idea.
  • Yellow: BLUF exists but delayed; some mixed ideas.
  • Red: Context-first, slogan-first, or multiple topics.

Supervisor question: If I stop at 10 seconds, do I still understand it?


3) Claim / Non-Claim Discipline (Policy Safety)

  • Green: All claims trace to public sources; explicit limits; no implied commitments.
  • Yellow: One or two phrases could imply more than sourced.
  • Red: Implies treaty/guarantee/policy change/deal or makes unsourced factual claims.

Supervisor question: What might an outsider infer that we didn’t intend?


4) Language Quality (Plain English)

  • Green: Strong verbs; specific nouns; minimal jargon; no filler adjectives/adverbs.
  • Yellow: Some abstract nouns (“engagement,” “capacity”); minor filler.
  • Red: Vague, slogan-heavy, or memo-like language; heavy adjectives/adverbs.

Supervisor question: Did we say what happened, or did we describe feelings and intentions?


5) Visual–Language Alignment (Video only)

  • Green: Visuals match spoken/text nouns; no misleading cuts; understandable with sound off.
  • Yellow: Some generic B-roll; minor mismatch.
  • Red: Visuals contradict claims, mislead, or obscure the actual action.

Supervisor question: If someone watches silently, do they get the same meaning?


6) Accessibility & Packaging (External Readiness)

  • Green: Captions accurate; readable on mobile; names/titles correct; dates clear.
  • Yellow: Captions present but not optimized; minor formatting issues.
  • Red: No captions where needed; poor audio; names/dates unclear.

Supervisor question: Can this survive reposting, screenshots, and time?


7) Clearance & Ownership (Process Integrity)

  • Green: Required clearers identified; clearance recorded; final authority explicit.
  • Yellow: Clearance informal or partially documented.
  • Red: Unclear who approved; content changed after clearance.

Supervisor question: If asked later, can we show who cleared what and when?


Decision Rule (Fast)

  • All Green: Publish
  • Any Red: Do not publish
  • Two+ Yellow: Revise before publish
